Legal pathways for hiring foreign employees

HQS
Highly qualified foreign specialists (HQS) who can be employed through a simplified procedure without obtaining a quota.
- salary from RUB 250,000 per month;
- work permit processing within 14 working days;
- no certificate of proficiency in Russian, Russian history or the fundamentals of Russian law is required;
- a work permit may be issued for up to 3 years;
- Employment income tax follows a progressive scale from 13% to 22%.
Quota-exempt occupations
- processing usually takes 1.5–2 months;
- the occupation must be included in the Ministry of Labour’s official list;
- the list is governed by Russian Ministry of Labour Order No. 459n of 15 May 2023;
- the employee must demonstrate knowledge of Russian, Russian history and the fundamentals of Russian law.
Quotas
For foreign employees in occupations subject to quotas, we support the quota application process and preparation of the required permits.
- processing takes 3–5 months;
- preliminary review of the organisation: its registered economic activities (OKVED), headcount, outstanding taxes and charges, compliance with disability employment requirements, litigation and other factors that may affect the authorities’ decision;
- publishing information on government platforms: the Work in Russia portal and the Migrakvota system;
- posting vacancies within the prescribed period of up to 30 days;
- submitting documents to the regional labour commission, with a review period of up to 30 days;
- submitting documents to the federal labour commission, with a review period of up to 30 days;
- support throughout the decision-making procedure, with the decision documented within 3 working days of the review;
- obtaining authorisation to employ foreign workers;
- obtaining work permits;
- preparing invitations;
- liaising with embassies and consulates;
- recruiting employees to meet the client’s requirements in parallel.
